Notice of Public Hearing April 18 2017<div class="ExternalClass7FB59AF4DBDE471A9EE6D62C6027E838"><h2 style="text-align:center;">​NOTICE OF PUBLIC HEARING</h2><h2 style="text-align:center;">BURKE COUNTY COMMISSIONERS</h2><h2 style="text-align:center;">APRIL 18, 2017</h2><h2 style="text-align:center;">6:00 P.M.</h2><p><br>As required by N.C.G.S. § 158-7.1, the Burke County Board of Commissioners hereby give notice that they have scheduled and will conduct a public hearing to consider an economic development grant agreement with a local Company (Project Stop) proposing to expand its manufacturing plant. The estimated investment is $41 million. The public hearing will be conducted on April 18, 2017 at 6:00 p.m. or as soon thereafter as the matter can be reached, in the Commissioners’ Meeting Room, Burke Co. Services Building, 110 N. Green Street, Entrance E in Morganton, N.C. The proposed economic development incentive with the Company would consist of two (2) types of grants. First, the Grant Agreement under consideration provides for reimbursement to the Company for improvements to private property by making a grant available to the Company in an amount equal to 75% of those ad valorem property taxes (due to both the County and the City of Morganton) which would be paid based on the increased tax base created by the expansion of the local plant, for a period of seven (7) years beginning in the fiscal year 2017-2018, as well as providing incentives for the creation of 135 new and additional jobs at the plant. Second, the Board of Commissioners and the Morganton City Council will also consider, as additional economic development incentives, “local match” funding in connection with a potential building re-use grant from the State of North Carolina. Such local funding may be up to $200,000 if the Company creates 135 jobs. The local funding would be divided proportionately between the County and the City. In considering the grant of funds, the Board of Commissioners and the City Council will take into consideration prospective tax revenues from improvements to be constructed by the Company on its property, expected additional sales tax revenues, the creation of new jobs by the Company, and other public benefits to be derived from the project. Any appropriation or expenditure of funds made by either the County or the City under the proposed agreement will be paid out of the general funds of the County or the City.
